Job Description

Working manager will manage a small team (2-5 Buy Desk professionals) to support the complex sourcing/purchasing for goods and services throughout the enterprise. He/She will work with the Global Buy Desk manager, Sourcing and the LOB to deliver value added services within the framework of the Sourcing process. This position will require the incumbent to work in a multifaceted and cross functional environment with a firm understanding of sourcing, procurement, operations and service support tied to e-commerce, sourcing strategies, and solid knowledge of system technology.

The Buy Desk services includes:

Gather business requirements, quantify service levels, identify deliverables, terms and conditions.

Solicit competitive bids from multiple suppliers using sourcing tools such as the quoting process, eRFX or Reverse Auction. Evaluate/score the quotes. Negotiate with suppliers on price, service levels, scopes and contract business terms to achieve economic benefits to the bank.

Direct interaction but not limited to the Strategic Sourcing, LOB, Project, Asset and Finance management teams to ensure contract and financial approvals are adhered and continually supported

Conduct sourcing transactions including scope definition, RFP development, negotiation and supplier selection for transaction not exceed $750,000

Develop contract and SOW for goods and services

Recognize as category expert within defined categories. This includes developing strong partnerships with selected preferred or strategic suppliers including supplier communication, periodic supplier review, issue

resolution, through telephone, face-to-face and email communication channel. Interact with suppliers' senior management as part of supplier management

Contribute to governance and control programs to ensure business continuity, protect company assets and comply with corporate and regulatory policies

Handle complex and diverse customer, supplier, or operational issues where analysis of situation or data requires evaluation of identifiable factors. Exercise judgment within generally defined practices and policies in selecting methods and techniques for obtaining solutions

Conduct outreach program to promote the usage of the Buy Desk services across SPS and in the LOBs

Develop and manage end-to-end Buy Desk process that deliver high customer satisfaction-Hire, train, supervise, evaluate staff proficiencies and provide career development and feedback.

Continuously review the current state of our Buy Desk Service to ensure it aligns with overall objectives and direction of the SPS organization.

Participate in continuous learning and professional development

Travel may be required

Qualifications

6+ years of experiences in sourcing across multiple commodities such as professional services, software, IT services

A proven track record in influencing and driving change and building consensus to reach agreed upon goals and objectives.

Experience building and leading teams including ability to attract, retain and motivate individuals

Skillful in supporting cross-functional cooperation and building strong working relationships between key internal stakeholders.

Ability to interact with senior level executives in all spend categories.

Logical reasoning, analytical and problem solving skills/methodology

Understand, interpret contract terms and conditions as they relate to sourcing and procurement support

Knowledge of price negotiation and conflict resolution. Able to conduct negotiation with selected suppliers

Understand concepts, standards and techniques relating to technical/legal business writing and able to work with contracts and able to QA contracts

Ability to formulate conclusions and recommend courses of action

Good oral and written communication skills

Professional designation as a Certified Purchasing Manager (CPM) and/or other professional membership affiliations desired.

A Bachelor's Degree required (Masters Degree preferred).
